What are you interested in exactly car designing or manufacturing? How come have you suddenly developed this interest?.
Anyways, please note there is a difference between the two. As an engineer you would be into manufacturing of cars and hence would need the knowledge of both physics and math. Whereas a designer is the one who makes the sketches as per the instruction of the engineer. Hence here you need good math skills followed by good imaginative and creativity skills. Commerce and psychology. Where is the link?. Both are two different streams. Psychology can be studied via ARTS stream and so you cannot study commerce at the sametime.
So be sure whether you wish to study commerce or psychology.

The straight and Simple answer to your question is "NO".
For pursuing Automobile engineering, apart from Math, one needs good understanding of Physics, that is how the machines interact and their mechanism. Which is possible only if one has studied Physics in the 12th class. Hence only a science student (PCM combination) is eligible for Automobile engineering.
