You have not shared your profile (subject you want to pursue for doctoral program); it would be difficult to give you a specific advice.
However, IGNOU is a recognized university and in most of the cases degree awarded by it would be valid across the country and countries including USA, Australia and UK. Again, you have to check beforehand the subject and the university you wish to apply for.
Some of the international universities even allow bachelor's degree holders to take up the admission, if they have strong academic record.
For getting admission in doctoral program, one requires excellent academic background as well as outstanding research proposal. For foreign universities, you may also need to take up several other examinations (IELTS, TOEFL, GRE, GMAT etc. depending on the course and university).
