If you have financial constraint, then you can look for education scholarships/educational loans to complete your education from reputed/premier institutions. You can choose State Universities that offer courses in management. For admission in State Universities, you need to clarify entrance test and interview.

Your question is funny and impractical.
What is best cannot come for low cost, since the people who have taken hard efforts to make it best.
I think you wish to do MBA just for the name sake and not eager to learn in real terms and to excel. You can get an MBA in few thousands too from local Institutes, but those dont have value and you wont get a job.
I think you need to get your attitude and thinking corrected first.
