Yes you can give. There is no criteria that distance education students cannot appear for TISS as I noticed. Also your basic qualification required is Graduation and then you will have to clear the entrance exam. Also even if you are in your last year you can appear for the exam.

Please note as per the website its mentioned a graduate from a recognised university. Based on this, you seem eligible.
