Any specific reason you wish to pursue an overseas graduation degree? Which field you wish to graduate in? You have not written anything about this. If you are interested in engineering, science, etc, then it is advisable to go for a foreign degree for graduation and not otherwise.
If you belong to non engineering and science field, then I would suggest that you should do graduation from India and then it would be best if you go for Masters abroad. Also you should plan and think whether you would like to settle abroad or come back to India. This is a very important point to be considered while choosing a course.
Yes, going for abroad education, scholarships is the most advisable. That would depend on the country you are planning to go for studies.
