I Agree with Meghna's view; just wanted to add another point about being aware of various country's policy on international candidates and immigration.
Depending on whether you are planning for a short-term international experience or long-term residence, you will have to shortlist relevant destinations by visiting their government website.

The Construction industry in India and abroad is doing fine and shall continue to do so. You have by now got to know what the construction industry is like.
I would suggest that if you wish to climb the career ladder, you can choose Supply Chain Management (SCM) course or a General Management course from a good Institute. This can be done distance mode or part time class room based.
Combining this with your nine years of work experience, will give you the necessary lift up you are looking for. This will also help for jobs abroad.
I would not suggest Project Management since you do not have the technical knowledge and experience which is particularly required for the construction industry.
You can definitely progress from here to the senior level management in companies. I would also suggest that you can learn new avenues in marketing and also keep upgrading yourself with new advancements and ideas in marketing domain.
