Yes, of course you are eligible to do an MPhil in English from DU after your M.A in english by distance education. It's the ideal route of taking up an MPhil right after your M.A. If you are interested in an academic career, or interested in research; doing an MPhil is the wise option.
However, I would instead suggest you take up a PhD in English, right after your M.A instead of wasting two years in your MPhil program. A PhD will be more rewarding for your academic career and you will also be eligible for getting a stipend while you are studying for PhD in English.
With regards to entry eligibility into an MPhil program, it comes down to your caste in India. If you belong to SC/ST class you will be required to have a minimum of 55% in order to get a place into the MPhil program. If you belong to other castes, a minimum of 60% will be required. However having a minimum of 55/60% doesn't guarantee you a place for an MPhil, as you still have to get through the entrance tests that the universities have in place.
