You can try and go for political science in graduation or go for law. Because in pol sci and law you will learn about the constitution of India which is a very major part of the IAS prep. In second year of college onwards, start studying for the UPSC.

If films and cameras interest you, then yes cinematography is your line.
Apart from the functioning of the camera, you need to have good knowledge regarding sound, lighting, colour etc and work in sync with the production house, etc. A good understanding of the script is needed and hence patience is needed.
Apart from this a course in graphics, sound, film production etc would be handy.
