Dear Aspirant,

YES, you can definitely apply. Railways require EEE graduates very much.

You will have to wait or look out for vacancy announcements in which the eligibility is EEE Graduate. Reading Employment News / Rojgar Samachar will give the information about the vacancies.

Once vacancy is announced and you are eligible according to the age, caste criteria, you need to apply through the online system of UPSC and as per their guidelines mentioned in the vacancy notification. A jint entrance test may also be conducted or a valid score of GATE is also considered. Post this interview round will be held based on which selection will be done.

I would additionally suggest you to continue with a Masters degree course may be ME/MTech, etc based on your choice as a fall back option which will also help you get into the private sector jobs.
