Whether you obtain a masters degree or any certificate, to practice in any country abroad, you will need to qualify according to their requirements.
In UAE, you need to clear the test conducted by the MOH. Read more about it at:

Similiarly for practicing at Malaysia, you will need to obtain a temporary practicing certificate from the malaysian dental board.
According to me best would be to appear for GRE and pursue higher studies from abroad, which automatically makes you eligible to practice as you have obtained a degree under their University.
