Public Relations Department is all about Communication to external agencies (people, investors, government, society, etc.)
Therefore I would suggest you to go for a Masters course in Mass Communication. If you are not a graduate still, then it would be good to get a bachelors degree in English.
Apart from qualifications, you will also need to learn some practical soft skills like computers, behavorial skills, etiquettes. Further the organisation which you work for, you should be very well aware of what the company does, who are its customers, market segment.

You can pursue graduation or post-graduation in any of the above disciplines.
