These days everything is global. This applies to industries as well. Thus International business involves operating in terms of research of how a business internationally would function on the same grounds as well as involves planning and coming up with strategies that would help in growth. A lot of research and planning and communication is involved.
Whereas Finance would involve the regular financial aspects, balance sheets, financial planning etc in an organization.
Given the difference in both, now its upto you, which one you feel you are a fit into.
Best would be to study both the subjects in the first year and then based on your interest choose one.
