I would seriously ask you to reconsider your decision of doing a PhD in Psychology. You are an MSc in Nursing and I would suggest you to do PhD in an area of nursing or hospital science or hospital management. After MSc you can definitely pursue a PhD from any recognised State University.
I would sincerely urge you to do a Phd in Nursing or Hospital related topics.

If you want to pursue PhD in Psychology discipline, you can do. Not all colleges/University accept non-psychology students for PhD program but certainly you can pursue.
As Dr. Anand suggested, doing PhD in Nursing or public health field would be more rewarding. You may take up psychological variables for your PhD research and you can do psychological research being in the field of Nursing or Public Health. You may do certificate course in psychology or any relevant subject.
