I understand you may have a different plan, but sometimes things dont work in our favour.
But that does not mean, I would say you to compromise your wish.
But as you have rightly said above, that each year a lot many students appear for the entrance tests, there is 100% score and many it then gets tough each year, so there is no guarantee in the future.
No one can predict the future.
Best would be to take admission in BDS, but at the same time, definitely give a shot at the entrance exam again.If cleared with the required score, go ahead and pursue medical studies, and if not you can continue with Dental studies.
As far as private and government colleges are concerned, you can work hard and score better in the 1st year, and try for government colleges in the 2nd year.
In case it is not happening, then, the other thing you can do is look out for scholarships to aid you in your studies.
Do not waste a year.Time is precious.

Scoring low marks can be taken as an indicator that may be you do not have aptitude for being a Doctor. Of course, marks alone cannot decide that, however everyone needs to be eligible according to the criteria for admission.
Are you really sure that Medicine is your best career option? How did you decide to be a doctor?
BDS is also a good option and demand for Dentist is rising and there is good amount of money which dentists get.
I think you can also look for other para-medical courses like Dietician, Nutritionist, Physiotherapy, etc.
