But only recommendation I would suggests to you here is that, with UPSC ( IAS) preparation, complete your Grdaution in Engineering.

Just a Diploma in engineering will not help for better prospects.
Since you are a Diploma holder, you are eligible for a lateral entry into the 2nd year of B.Teh or B.E course. I would highly recommend pursuing a Graduation first.

As far as UPSC exam preparations are concerned, there are various coaching classes available which you can join
At the same time reading is a must. Get your hands into newspapers, magazines, articles etc. But on varied topics right from general to scientific to political.
Most important is to being able to articulate what you have read. So get into discussions with friends or professors or family whoever can guide you best.
