I checked through many Institutes that offer a P.HD in Physiotherapy.
Their eligibility criteria as noted on the website was a masters in physiotherapy.
So the answer to your question, is, that, a student needs to have a masters degree, before he applies for a P.HD program in physio.

For Doctorate (PhD) in any subject, one needs to be a Masters degree holder of that relevant subject. PhD admissions are given on the basis of Masters degree course and where you need to have minimum of 55% in the same. Further PhD is the highest educational qualification one can have in the education system in the world.
For Physiotherapy too, you need to be a Masters degree holder and then you can definitely apply for PhD through an Entrance Test conducted by the concerned University in which you wish to do PhD.
As far as I know there is no such news that Masters in Physiotherapy will be closing down or disallowed for doing a PhD further. I suggest that you should check where such kind of false information has been provided.
