There are many colleges that offer an MS in Pharmacy with variations in specialization. I have recently worked with two students who are pursuing their MS (one in the USA and the other in Canada). The procedure is not very complicated. In addition to the academic requirements, you would need a GRE score and an IELTS/TOEFL score depending on where you want to go. As far the expense is concerned, you have options: self funding/via a bank loan, scholarships and other opportunities - this is standard for many MS programs. In order to get a clearer picture, you would need to meet/talk a counselor with all your relevant information.
You can always do a web search to get an idea of the programs being offered depending on which country you wish to go to. I hope I have been of some help to you.
