There is no big procedure that one needs to adopt for changing ones board. You will have to inform the regional head office of both the boards. However this is usually done by the schools. All the official paper-work is also done by the schools. You can simply contact the schools to know about any anomaly, uncompleted work or other issues and then very easily change your board.

Strategy is such a big word for the question you have asked.
At what standard are you wishing to change the Boards and what is the reason for such a decision? Ultimately you have to get admission to 11th std based on 10th std marks and therefore actually any Board is fine as far as you study and put genuine efforts.
Changing of Boards is not allowed while in 10th std. You have to do while in 9th std.
