You can definitely apply for Railway jobs. Please remember that Railways do not recruit every year. They recruit according to the requirements. Therefore it is not necessary that they will come up vacancies where your Electronics and Instrumentation degree will be required.
Electronics and Instrumentation Engineers are definitely required by Railways for their GPS, navigation, etc departments. I would suggest you to definitely apply for Railway jobs when they are announced and if you fit into the eligibility you can get through the Entrance Exam and later interview.
