Dear Aspirant, you have asked a very practical question. For any job the academic record is very important. It includes your marks or grades specially in graduation, post graduation and doctoral degree. Now a days all the universities or government institutions ask to fill up a form known as Academic Performance Indicators (API index). In this form one has to provide information's like marks obtained, the employment history, trainings organized, trainings / workshop / conferences organized or attended or participated. API also includes many things like extension education, research aspects. Since you have asked about a fishery scientist, therefore, to get a job one has to proved all the information. Based on the total score obtained the person is eligible for personal interview. It has nothing to do with the selection, but the selection will be on the bases of performance in interview plus the total marks obtained in the API index. Sometimes it happens that every one does not score good marks in academics due to obvious reasons. Still nothing to loose here, one can improve academically by doing research. You should publish good number of research papers in the journals of repute or peer reviewed journals. If you dont have any student or there is no or little scope of research then better concentrate on writing review articles. Here again the condition is same, the journal should be peer reviewed or should have an Impact Factor. Because in API index your score will increase if you have published your findings or your articles in high Impact Factor journals.
