Why do you wish to get into a job at this crucial stage of your career?. Rather I would suggest focus hard on your academics and score well so that once you graduate getting into a job because of low percentage would not be an issue.
The major reason for not getting a job at this stage is not your 12th score but not being a graduate. Probably companies want a full time graduate employee who would not quit their job and possibility of you quitting the job to complete your graduation is too high.
As such just being 12th pass getting a job as a developer seems low. Try working as a software application or a base level or junior software. In terms of web developer, you could join a nearby computer centre too.
Still as a last word i would suggest complete your engineering degree.

Not having 60% does not mean that you cannot get a good job in a good or big company. Ultimately always remember that companies want employees to do the tasks and work with skill and ability. Therefore, though the selection criteria of MNCs is 60% in 12th, engineering, etc. it doe snot mean that they just stick to this criteria for final selection. For Campus Placements, you will be undergoing a test by the concerned companies which you should ensure that you clear with good score. Then comes the interview stage, where you past academic record will be checked and discussed. In the interview, the more confident you are about your engineering knowledge, the rest does not matter and what you can give to the company is what is important.
Therefore, do not lose heart and also try searching for job apart from campus. Private job consultants will help you more in this case to find a job. Prepare a good resume highlighting your strengths and skills.
