You need to have an academic degree from any recognized university to become eligible to appear for this examination. You are eligible even if you have a degree from the Open University provided that concerned university is recognized by the competent central authority. The exam is held every year by the UPSC (Union Public Service Commission) at various centers all over India.
The exam is conducted in three stages spanning a year. The notification comes in the month of February and CSE Prelims is conducted in the month of May/June. If you get through the Prelims stage, you have a chance to appear in the Mains exam which is to be held in October after which Personality Test, the final stage of the exam comes in the month of March/April. Results are declared few days before the next Prelims exam, i.e. in May/June. You might have come to realize that this exam takes the whole year to be completed and if you fail to qualify for next stage then the whole three stage cycle continues again and again till you exhaust with your available attempt or you get succeeded appearing in the final list of Successful candidates.
