Nice career choice. But sounds funny, you have made a choice but do not know how to fulfill your choice.
Please note IAS is part of the goverment job. To pursue IAS a student first needs to be a Graduate any stream. They would then have to appear for Civil service exams conducted by UPSC.
Please note, vigorous preparations is required to clear this exam. Students join coaching classes for the same. Apart from good reasoning capacity a student needs to be witty. Lot of readings is a must.

Ideally, if you prepare dedicatedly for three years continuously, you have a great chance of clearing the IAS exam in first attempt. If you are at the under graduate level, then this is really a good time to start preparing for the UPSC exam.

IAS and MBBS are two different career option which have no relation with each other in any way. So please do not compare. Both can also be done, since there are many IAS officers who are MBBS degree holders and they are working in health department primarily and other departments too.
However managing the studies for MBBS and IAS is difficult together and therefore you will have to plan very carefully.
