Dear Aspirant,
Generally, there are no such rigorous Physical Requirements for Civil Services Exam except IPS (Indian Police Service). The IPS requires one to be fit physically and one must not be physically handicapped to get into the IPS. For all other Services including IAS/IFS and other central services of group A and B, the candidates are supposed to fulfill normal physical requirements. The UPSC mentions these detailed physical and functional requirements in its official notification which comes every year before two to three months before the Prelims exam in that concerned year.

Dear aspirant, as it is very clear that the IAS officers are supposed to work at the important positions where they might be supervising, taking stock of the situation, executing policies which may have been crafted by ministers, auditing, and maintaining coordination in various govt. departments, etc. These all require one to be knowledgeable and well versed in general things of administration so for these services knowledge and skills are important rather than rigorous physical requirements.
