The UPSC holds Civil Services Examination every year which is a common exam for IAS/IFS/IPS and other Group A and B central services. There is no such separate exam for IPS but you will be allotted IPS on the basis of your score in Civil Services Exam and according to your preferences for services which you would fill in your DAF for the Mains Exam.
To become eligible for the IAS exam, one need to have only a bachelor degree, passed or the final year must be currently going on. So you can appear for the exam even when your final year of graduation is going on but you need to produce your final result when your interview will be conducted. The UPSC every year publishes its notification for the CSE-Prelims in the month of February and the Prelims will be held in May/June every year. After Passing the Prelim you stand qualified for appearing in the Mains which is held generally in October. The Mains is the main exam and the score you get here is counted in final score together with a score of the Interviews. The score for the prelims exam will not be counted.
Personality test, i.e. Interview is held in the month of March/April and the selected candidates will be called for training at Mussoorie.
