According to my experience, for a fresher, dual major does not benefit.
HR and Finance are two different fields in the industry and therefore do not expect that you can get to work in both departments simultaneously. Though you have dual majors, it is up to you which domain you would like to work in as a fresher and in future. What you decide now will translate into your future growth.
Scope in HR and scope in finance are definitely there. What are your personal likings as far as the subjects go? What best you like, should be chosen for applying to jobs.
