Academic record / qualification / marks / percentages all matter when you are a new person to the company with no work experience.
The eligibility to get into the interview round is academic record first. Then comes the projects / internships or extra curricular activities you have done in college life.
When you do not have any background of the work in which you are intending to a job, then academic record matters definitely.
For that matter, for any job, for a fresher, academic record matters and therefore this is true for HR also.

I also do agree that there are some students who are unable to perform academically but are excellent when it comes to practical work.
If you are academically unable to prove your worth,m then mind you you would have to settle down for which ever organization and position that is offered. Since the marksheet is the only way for you to step into any organization. After that keep patience and open to learning and try hands in various projects and strategy building process Once confidence builds up, then apply for the job you dream of, which will be purely based on your experience then.
But initially for a start, your academic records are a must.
Put in your best efforts and I am sure you will do your best in academics too.
