Admission to most colleges are closed now. You can try private university or colleges such Amity University, Galgotia University etc. for admission.
You can do graduation through correspondence course from recognized University like IGNOU, Madras University etc.
For Govt jobs, you need to give competitive exams conducted by respective govt department or need to give upsc or state level psc exams. Minimum eligibility criteria is graduation with 55% from recognized university.

I think most of the admissions in colleges are done with.But never-the-less, why give up hope. Approach few colleges and you can try your luck there. Though you may have to struggle with the course, and pay higher fees, but still it can help to save a year.
To appear for the UPSC exams, please note that you first need to clear your Graduation.In the meanwhile, you could begin your preparations right away. Get into the habit of reading right from politics to general to any other material you can get your hands onto.But please note that just reading will not help. You need to be able to articulate it with proper explanation.
